This work is devoted to the enhancement of the professional development of the leaders
and teaching staff of the higher educational institutions based on webinar technologies. The work deals
with the issues of the quality assurance, the normative-jurisdictional basis of the professional
development in the educational system, the foreign experiences of the educational system with webinar
technologies, the theoretical and practical basis of the quality assurance, the strategic directions of the
consortium development, the impact factors on the effectiveness of the professional development, the
ways of the implementation of webinar-based education in Uzbekistan
